OVERVIEW

Over the course of this five-week sprint, your team will develop a draft evaluation policy and define the governance needed to put it into practice. The sprint helps you embed evaluation into how your city makes decisions and strengthens long-term institutional commitment to using evidence.

An evaluation policy is a document that affirms and describes your city's commitment to using evaluation to improve its policies, programs, and services. It can take the form of an internal guide, or a public-facing document. A strong policy can:

  • Formalize city leaders' commitment to evaluation across government;

  • Keep evaluation a priority even as leadership changes;

  • Reinforce a culture of data and evidence use in your local government;

  • Establish clear structures, roles, and budgets for evaluation.

Over the sprint, your team will work together to develop a policy that sets out how your city defines evaluation and what should undergo it, who is responsible for identifying evaluation needs and carrying evaluations out, the governance and processes that support evaluation across departments, and how evaluation connects to budgeting and decision-making.

Your city's team should include:

  • At least one senior person who understands evaluation and how to apply it broadly (often someone connected to innovation, data, or performance);

  • Someone with the decision-making power or influence to approve policy;

  • (Optional) Someone who leads or works on program implementation.

This sprint includes: weekly live sessions, weekly assignments, and five 1:1 coaching sessions.

You'll leave with: A draft evaluation policy tailored to your city, along with clearer roles, responsibilities, and processes to support its implementation.
