  • Structure: Weekly cohort and coaching sessions, totaling 2-3 hours of work per week.

  • Session time: TBD. Dates and times will be determined based upon participants' availability.

  • Eligibility to register: English speaking local/city governments in the U.S. and Canada.

  • Recommended audience: City staff that work within the city’s procurement office.

  • Languages: This sprint will be run in English only

Request for Proposal Sprint

Does your city have an upcoming Request for Proposals (RFP) that you’d like to receive expert support in drafting? Join What Works Cities and our expert partners at the Harvard Kennedy School Government Performance Lab for a six-week virtual Request for Proposals (RFP) learning sprint. You will work within a cohort of cities to draft your RFP from start to finish: developing problem statements, outlining outcome goals, establishing contract performance metrics, drafting scopes of work, identifying proposal evaluation criteria, and crafting proposal questions. The goal of the sprint is not only to help you write an effective results-driven RFP that solicits high-quality services for residents, but also to help you and your team master best practices in procurement.


Participation requires attendance and engagement during weekly cohort and coaching sessions, totaling 2-3 hours of work per week. We encourage cities to apply that have an upcoming high-priority RFP that could benefit from thoughtful workshopping. By the end of the sprint, you will have a draft RFP ready to finalize with internal stakeholders. 

The Sprint will help cities to achieve the following criteria:

  • RDC1: Your local government defines strategic goals & desired outcomes for key procurements, contracts, &/or grants.

  • RDC2: Your local government uses metrics to measure outcomes or impacts for key procurements (disaggregated by geographic and demographic subgroups when possible), & flag when performance is off track during the course of a contract. 

  • RDC4: Your local government uses procurement & contracting approaches that incentivize vendors to work toward your local government’s strategic goals defined in the contracts, procurements, &/or grants.
