  • Frequency: Varies by week on Tuesdays and Thursdays, starting at 12PM ET

    1. Instructor led sessions will run from 12-1PM ET

    2. Office Hours (by registration) will be offered from 12-2PM ET on Thursdays in 30-minute increments.

  • Duration: 5 Weeks plus one pre-sprint call and one post-sprint call 

  • Language: The sessions will be run in English with live translation to Spanish and/or Portuguese as required.

Data Sharing Agreements

Data sharing agreements are a critical foundational element of any data governance program. This Sprint will explore the mechanics of developing a data-sharing agreement, with emphasis on stakeholder engagement, inclusion, use, and sustainability. At the end of this course, you will develop a draft data sharing agreement that can be used in your organization.

Who should attend?

This Sprint is designed to provide valuable information to civil service professions involved in data sharing agreement development and use. Learners who are involved in collaborating with other agencies will learn to leverage data to better inform decisions about data sharing.

What will I learn/achieve during this 5-week sprint?

At the end of the Sprint, participants will have:

  • An understanding of and identification of the elements of a collaborative approach to data sharing (DM 3.1, 3.2, and 3.5)

  • A draft data sharing charter that includes:

    1. data sharing overview and background, (DM 3.1)

    2. data sharing goals, (DM 3.1, 3.2, and 3.3)

    3. data trust (DM 3.1, 3.2, 3.3, 3.4, and 3.5),

    4. documented operational processes regarding:

      • internal and external sharing (DM 3.1, 3.2, 3.3, 3.4, and 3.5),

      • open data best practices incorporating the assessment of potential, opportunities and harm; (DM 3.2)

      • processing internal and external requests (DM 3.1 and 3.3), and

      • performance assessments (DM 3.2 and 3.5).

At the end of the Sprint, participants will be ready to:

  • Proactively identify and classify relevant datasets for sharing. (DM 3.1)

  • Follow established protocols and guidelines for secure data sharing within the

  • organization and with external stakeholders. (DM 3.1, 3.2, 3.3, 3.4, and 3.5)

  • Engage in data-driven discussions to evaluate the benefits and risks of releasing

  • specific datasets. (DM 3.2)

  • Establish a systematic approach to collect and manage internal and external data

  • requests. (DM 3.1 and 3.3)

  • Ensure timely and responsive communication with data requestors, providing clear and actionable responses. (DM 3.5)

Within a year, participants could:

  • Identify approaches to measuring the impact. (DM 3.5)

DM3. Data Sharing

Your local government has documented & user-friendly processes to expedite the sharing of data—including protected data—both cross- departmentally within your local government & with external partners. (Must meet 4 of 5)

  • DM3.1: Your local government has a documented process to share data internally & with external partners that includes guidance for when to enter into data-sharing agreements.

  • DM3.2: Your local government has a documented process for determining when & how to make data open that includes the assessment of potential opportunities and harms & consideration of previous requests for data in prioritizing datasets for release.

  • DM3.3: Your local government has a user-friendly method of collecting internal & external requests to share data & requires data-holders to respond in a timely way.

  • DM3.4: Your local government uses data-sharing or data use agreements.

  • DM3.5: Your local government contributes to & leverages shared &/or integrated data systems across multiple levels of government & with external partners to inform decision-making & improve services & outcomes.
