WWC is highlighting the Economic Mobility Catalog (EMC) to make this information more readily accessible to our community. The EMC was created to help local government leaders identify and implement evidence-based strategies to advance economic mobility in their communities. The Economic Mobility Catalog contains summaries of over 50 high-level strategies and nearly 200 specific practices and programs that have demonstrated positive results in rigorous evaluations. The WWC team has taken the time to identify interesting case studies we believe this WWC Community would be interested in exploring further. You will also note that each case study showcased here has been mapped to the WWC Standard so you don't have to guess!
In the late twentieth century, disinvestment and deindustrialization led to reduced economic opportunity and significant population decline in Genesee County, Michigan. Left with an oversupply of housing, the area’s property values declined and rates of property vacancy and abandonment rose. To address this, Genesee County formed the Genesee County Land Bank Authority (GCLBA) in 2004. GCLBA took ownership of tax-foreclosed properties from the County Treasurer, prioritizing which structures to demolish based on a scoring framework that incorporates criteria that reflect residents’ priorities. Based on each property’s condition, the availability of funds, and other factors, GCLBA works to demolish hazardous structures on, maintain, and sell or redevelop these properties.
Using Analysis in Decisions (PA5)
Your local government has a sustained, regular process for using analysis produced as part of your local government’s performance and/or analytics program to inform decisions about resource prioritization or allocation, hiring, and/or equitable service delivery for citywide strategic priorities.
In this case study, the Land Bank used a scoring framework to determine which properties to demolish and understand resident priorities. With the data that they collected through this scoring process, the county was able to make decisions about what to do with their over 15,000 properties. Though this example comes from a county and not a city, the method is still a strong implementation example of the best practice.
